How to leave a Microsoft app review when the button is greyed out

Microsoft can grey out the review button and it's unintuitive to enable it. To make the button available, do the following:

  1. Click the button Get it now.
  2. Fill out the form and click Get it now.
  3. While the next step is loading, close it.
  4. The review button is now available.
